Father Edward J. Flanagan The City of Boys Spencer Tracy Father Edward J. Flanagan was a Roman Catholic priest and the founder of Boys Town, a home for at-risk youth in Omaha, Nebraska. He was portrayed by Spencer Tracy in the 1938 film Boys Town, for which Tracy won an Academy Award for Best Actor.
